This can be done globally only in WHM under SMTP Restrictions option.

it is possible to create a package with max mail par hour "1", but impossible to put "0" mail per hour, because "0" mail indicates unlimited, while you can check unlimited I don't know why cpanel put "0 "as unlimited while you can check unlimited

I would just ensure the global option is on, and that way you don't have to worry about individual scripts running into this problem.
