You should be able to send messages in the body of an email using the HTML view. If you're unable to view them in the message in horde you can go to The Gear next to cPanel Webmail Home -> Preferences -> Mail -> Viewing and deselect the setting: "Block images in messages unless they are specifically requested to be loaded?"
